I am directed by Mr. Secretary Henderson to
transmit to you herewith a copy of a memorandum on the
subject of the depreciation of silver, which the Chinese
Minister left with Sir V. Wellesley on the 29th instant.
Monsieur Sze said that the Chinese Government,
feeling that they enjoyed the complete sympathy of His
Majesty's Government, were emboldened to approach them with
this request for assistance in this matter of the depre-
ciation of silver, which was one of paramount importance
They realised that in the proposal advanced
in the memorandum, they were asking much; they nevertheless
hoped that the Government of India would see their way to
comply with their request. He asked that the matter might
be treated as urgent.

Monsieur Sze was informed that the matter would
be examined and that a reply would be sent as soon as
practicable. Mr. Henderson would therefore be grateful
if he could be furnished as soon as possible with Mr.
Secretary Benn's wishes as to the nature of the reply to
be returned.
